Nel 1968 Weiner determinò per i sui lavori concettuali una cosiddetta "Declaration of Intent":
1. L'artista può realizzare l'opera. (The artist may construct the piece)
2. L'opera può essere eseguita da altri. (The piece may be fabricated)
3. L'opera non ha bisogno di essere eseguita. (The piece need not be built)
Ogni possibilità è equivalente e ognuna corrisponde all'intento dell'artista. La decisione sulla condizione compete al destinatario al momento dell'acquisizione. (Each being equal and consistent with the intent of the artist the decision as to condition rests with the receiver upon the occasion of receivership)
